يتحدث الكتاب عن تأهيل الموارد البشرية حيث خلق الإنسان منذ البداية كمشروع للتأهيل من حيث هو مخلوق ضعيف ينزع نحو النمو والنضج والرشد والكمال في نطاق إنسانيته إذ أن الإنسان يشعر بوصفه \"وجود بالقوة\" منذ أن تحمل مسؤولية أمانة الاستخلاف في الأرض بالضعف والنقص أمام قوى المحيط المرئية والغيبية على السواء ويشعر إزاءها بالعجز في مواجهة مستجدات محيطه والاستجابة لمثيراته ويدفعه شعوره ذاك للتعبير عن وجوده بالفعل كذات، وهو ما يمكن اعتباره المبرر الأزلي المشروع لعملية التأهيل أو تأسيس التأهيل على مبررات تكوينية من حيث أن التأهيل هو التعبير عن النزوع الفطري والرغبة المستمرة أو القدرة على تحقيق قدرا من درجات الكمال والتعويض عن النقص.
