ارتبط كيان الدولة-منذ أن وجدت-بوظيفة الأمن، كان ذلك واضحا في كل الدول والإمبراطوريات التي قامت عبر التاريخ، حتى صار من بديهيات علم السياسة أن وظيفة الدولة الأولى كانت: الحماية، ورغم اختلاف التجارب الخاصة بكل دولة، إلَّا أن هناك تشابهاً واشتراكاً في تطور التفكير بالأمن، الذي ارتبط أول الأمر بالجانب العسكري بشكل مطلق، واعتمدت الدول على قوتها العسكرية - ضمن تلك الفكرة الأولى - في بقائها؛ وقدرتها على الحماية والأمن. إلَّا أن بناء جيش قوي يتطلب - فضلاً عن الأفراد المقاتلين - توفير موارد مالية، تُمكن من تجهيزه والأنفاق على جنوده وقادته، وحين قامت الإمبراطوريات الكبرى.
