الكتاب يتناول معلومات عن من هو مونتسكيو ؟ هو واحد من أهم فلاسفة عصر التنوير في القرن الثامن عشر وأول من نادى بتطبيق نظام فصل السلطات، اسمه الأصلي \"شارل لوي دي سكوندا\" المعروف باسم \"مونتسكيو\" ولد في جنوب غرب فرنسا (1689-1755ميلادي) لعائلة أرستقراطية، لم يعان من الفقر في حياته وتلقى تربية مسيحية محافظة، إلا أنه ابتعد تدريجيا عن الدين فيما بعد انتسب \"مونتسكيو\" إلى أكاديمية \"بوردو\" منذ بداية حياته العلمية، ثم انخرط في دراسة الفيزياء والرياضيات ودرس نظريات \"نيوتن\" عن نظام الطبيعة قبل أن يتفرغ للفلسفة والدراسات السياسية وقد وقف \"مونتسكيو\" في وجه التعصب المسيحي السائد في عصره، قضى \"مونتسكيو\" عمره في نقد الديكتاتورية ونبذ التعصب إلى أن مات عام 1755 م عن عمر يناهز السادسة والستين.
