الكتاب هو بمثابة محاولة لدراسة النظم السياسية العربية بشكل منهجي ومنظم، سعى فيه المؤلفان إلى عرض إطار تحليلي لدراسة هذه النظم، وفهم تفاعلاتها، مستفيدين من التراث النظري في حقل السياسة المقارنة، ومراعيين تكييفه وتطويره بما يتناسب مع ظروف البلاد العربية وخصوصياتها. ينطلق المؤلفان في هذا الشأن من فكرة مؤداها أن الموضوعات والقضايا التي يدرسها علم السياسة هي ذات طابع اجتماعي مقارن، وأن قضايا مثل المشاركة السياسية والمعارضة السياسية والشرعية السياسية تفرض نفسها على كل النظم السياسية، بغض النظر عن درجة تطورها الاقتصادي والاجتماعي، ولكن كل مجتمع يواجه هذه القضايا بأشكال مغايرة وفقا لظروفه وثقافته.
