جاء الكتاب في فصلين رئيسيين، تناول الأول المفهومين الأمريكي والعربي لحقوق الإنسان وجاء في ثلاثة مباحث، الأول تحدث عن المفهوم الأمريكي لحقوق الإنسان وحقوق الإنسان في الخبرة السياسية الأمريكية. كما جاء في المبحث الثاني، المفهوم العربي لحقوق الإنسان وحقوق الإنسان في الفكر العربي ومقارنة بين المفهومين الأمريكي والعربي لحقوق الإنسان. وتحدث في المبحث الثالث، عن واقع حقوق الإنسان في الوطن العربي وحقوق الإنسان في الدساتير العربية والانضمام إلى الاتفاقيات الدولية وانتهاكات حقوق الإنسان في الدول العربية (1992-2003)
