طيلة الفترة من 2003-2015 وأنا متردد في كتابة هذه الأسطر، ولكن ثلاثة أمور دعتني بإلحاح الى الاسراع في تدوينها وعرضها على القارئ (الحكم) وهي : 1- صدور بعض الآراء في صحف ووسائل التواصل الاجتماعي وبعض الفضائيات تفسر الأمور بدون (ضمير) أو في الحد الأدنى (الجهل) مقترنا مع ماكنة المخابرات العراقية منذ 1994-2003. 2-لابد أن يطلع المواطن الكريم (القارئ) على الوسائل المتبعة مع المواطنين وكيفية تعاطي الدوائر الأمنية-المخابراتية-جهاز الأمن الخاص مع المواطن وليس بالضرورة ان يتعلق الأمر بالكاتب. 3- الأوراق الرسمية مصدر الإغناء لهذه الوريقات، والحجة الكاملة لي وعلي لم تقع تحت يدي إلا عام 2013 لجهة كانت قد وضعت يدها على كافة أضابير الأجهزة-المخابراتية-الأمنية وما سواها، لهذه الأسباب أضع أمامكم الحقيقة وبدءا من عريضة الشكوى إلى خروجي في مديرية الأمن العام-البلديات.
