\"عبر السنين\" هو الكتاب المذكراتي للسياسي والاقتصادي العراقي الراحل عبد الغني الدلي ويتوقف الدلي في كتاب مذكراته عند حدود ذاته مؤرخا لها، بل يعتبر شاهدا على العصر، ذلك العصر الكبير بإنجازاته والكبير بمعضلاته أيضا، فقد عاش أهل ذاك العصر حياة ثلاثة ملوك والعشرات من الوزارات. كما عاشوا الانقلابات المتتالية والبداية كانت سنة 1936 حتى جاء عام 1958 لتطلق على هذا العهد تسمية \"العهد المباد\" وكأنه لم يشيد البنية التحتية من السدود والطرقات والمواني ولم تعرف الأجيال ما بعد تموز 1958 سوى أنه كان عهدا استعماريا مبادا. من يقرأ \"عبر السنين\" يتعرف على شخصية فاعلة في الشأن العراقي وأحد المؤسسين للنهضة، شخصية هادئة، لم يتجن على خصم ولم يحاب صديقا، ففي الغربة تساوت الدرجات بين الخصومة والصداقة، إذ الكل أفلس من عراق كان يوما من الأيام موطنا أيضا، هي العالم المتحضر بمعماره وثقافته ونهضته الطموحة.
