يعتبر القانون الدستوري قانون الحكم، وهو يطبق على الحكام والمحكومين، وهم جميعا من بني البشر يحكم تصرفاتهم الخطأ والصواب، ومما لا شك فيه أن النظام السياسي الذي يحكم مجتمعا ما يستلهم في أحكامه وتنظيماته الفلسفة والأفكار التي تقوم عليها الدولة وتتنوع بالتالي نظم الحكم في الدول تبعا لاختلاف الظروف الخارجية والعوامل الاقتصادية والاجتماعية والثقافية والسياسية في كل دولة. ومحتوى هذا الكتاب اقتصر على النظم الدستوري في الأردن، ويتضمن في الفصل الأول التطور الدستوري في الأردن منذ عهد الإمارة حتى دستور 1952، ويبحث في الفصل الثاني تنظيم السلطات في الأردن طبقا لدستور 1952 الحالي.
