يتناول هذا الكتاب توثيق تجربة (التعمين) من خلال الصحافة العمانية في فترة التسعينيات حيث رصد الكتاب خطط واستراتيجيات الحكومة العمانية لتعمين عدد من القطاعات الاقتصادية الهامة في البلاد وذلك لإحلال العماني مكان الوافد في مؤسسات القطاع الخاص ودفعه إلى الانخراط في العمل في الحقول المختلفة والتي تشكل رافدا مهما للتنمية في السلطنة. كما أنه سلط الضوء على الإشكالات المتعلقة بالتعمين، كعدم استقرار الشباب العماني في مؤسسات القطاع الخاص بسبب عوامل عدة كنقص الأجور وطول ساعات الدوام واعتماد القطاع على اللغة الإنجليزية ونقص التأهيل والفصل التعسفي والحقوق القانونية للعاملين بالقطاع الخاص في تلك المرحلة إضافة إلى رؤى الحكومة للتعمين وكيفية الدفع بالشباب لإحلالهم بغية القضاء على مشكلة التوظيف.
