يتحدت الكتاب عن تمتع المرأة بحقوقها السياسية ذلك لأن تلك القضية لم تكن مجرد مسألة خاصة بالوضع الاجتماعي للمرأة ومشاركتها الفعالة في الحياة العامة وإنما كانت قضية حقوق يجب أن يتمتع به كل من المرأة والرجل على السواء والذين جاهدوا لهذه القضية وتناولوها بالتأييد أو بالمعارضة إنما تناولوها على أساس من الدين والأخلاق والعرف والتقاليد كل كما يرى ويؤمن ويعتقد وهذه مسائل كما نعلم تتصل بأعماق النفوس وليست التحرك في مجالها بالأمر السهل أو المأمون العواقب.
