يعتبر المنهج مجموعة المؤثرات التي يتعرض لها التلميذ سواء أكانت هذه المؤثرات التربوية داخل المدرسة أو خارجها بشرط اشراف المدرسة عليها وبشرط أن تحقق هذه المؤثرات النمو الشكلي للتلميذ مرتفع به النمو الجسمي والعقلي والاجتماعي والنفسي وبشرط أن تحقق هذه المؤثرات الأهداف التربوية المنشودة فالأهداف كثيرة منها أهدافا خاصة بالفرد وأهدافا خاصة بالمجتمع وأهدافا خاصة بالمدرسة التي تقدم وتشرف على هذه المؤثرات ولا بد أن ينظم هذا المنهج أي لا بد من تنظيم هذه المؤثرات التربوية بطريقة منظمة بعيدة عن الارتجالية وبعيدة عن الخطأ والحشو والتطويل.
