يتكون الكتاب من ثمانية فصول، يتناول الفصل الأول منطلقات أسياسية شملت ماهية المعلومات، البيانات، والمعلومات والمعرفة، خصائص المعلومات، تعطل المعلومات، قيمة المعلومات، نظرية المعلومات، والمعلوماتية. أما الفصل الثاني فقد تناول قضايا مشكلة المعلومات، أمن المعلومات، أخلاقيات المعلومات، وقضايا تتعلق بعلاقة المعلومات بالمجتمع. ويبحث الفصل الثالث في الموضوع تجهيز المعلومات إلى المجتمع، فيسلط الضوء على المؤسسات التي تقوم بتجهيز المعلومات إلى المجتمع وطرق تجهيز المعلومات والأوعية التي تجهز بها. أما الفصل الرابع فإنه يتناول قضية استثمار المعلومات كونها ثروة وطنية ويتطرق إلى قطاعات المجتمع التي تستثمر المعلومات وهي القطاع الصناعي، والزراعي، والتجاري، وقطاع التربية والتعليم والبحث العلمي والثقافة والإعلام، وصناعة القرارات ثم الجمهور العام.
