تناول هذا الكتاب جانبا من جوانب القضاء وهو القضاء الإداري إذا يبين مفهوم مبدأ الشرعية وخضوع الإدارة العامة للقانون كما يبن يوضح مدلول خضوع الإدارة العامة للقانون مبينا مصادرها الشرعية كالمصادر المكتوبة والتي تشمل الدستور والقوانين العادية والرقابة على دستورية القانون القوانين المؤقتة والمعاهدات كما يذكر المصادر غير المكتوبة كالعرف والمبادئ القانونية العامة ثم ناقش موازنة مبدأ الشرعية والمتمثلة في نظرية السلطة التقديرية ونظرية الظروف الاستثنائية ونظرية أعمال السيادة أو أعمال الحكومة حيث فسر مفهوم كل منها شرح مدلولها كما تطرق إلى نشأة محكمة العدل العليا وحدود اختصاصها وتطوراته وذكر الأمور التي تختص بالنظر فيها تلك المحكمة.
