يحكي الكتاب عن سبتيميوس سيفيروس وهو أحد أكثر الأباطرة تميزا وإثارة للاهتمام في تاريخ الإمبراطورية الرومانية ولد في مدينة لبدة الساحلية غرب ليبيا في 146 م وبذا فهو أول إمبراطور روماني أفريقي حقيقي، تميز بمسيرة عسكرية فذة، حيث أسس الأسرة السيفيرية ذات الأباطرة الجنود ووصل بالإمبراطورية الرومانية إلى قمة طموحها منذ اعتلائه سدة الحكم في 193 م وتوفي وحيدا بعد أن أرهقه المرض وهو في أقصى شمال الولايات الرومانية، في مدينة يورك (إيبوراكوم) البريطانية في 211 م.
