تزايدت أهمية الاستثمارات الأجنبية المباشرة على الساحة الدولية منذ بداية عقد الثمانينات من القرن المنصرم بحيث أصبحت من أهم مصادر التمويل في الدول النامية خاصة في ظل انحسار مصادر التمويل الأخرى فقد تسبب أزمة المديونية الخارجية الدولية عام 1982 وتوقف المكسيك والأرجنتين وفنرويلا عن دفع أعباء ديونها إلى انخفاض حاد في حجم القروض المقدمة إلى الدول النامية بعد أن كانت قد لعبت دورا هاما في تمويل الاستثمارات بهذه الدول خلال فترة السبعينات كذلك فإن انتهاج سياسة الانكماش المالي في الدول المتقدمة لتخفيض نسبة التضخم الذي ظهر خلال عقد الثمانينات أدى إلى تقليص الإنفاق في هذه الدول على المساعدات الخارجية.
