تبنى العراق الملكي النظام البرلماني أسلوبا للحكم وفي ظل هذا النظام يسود رئيس الدولة ولا يحكم ونتيجة لقساوة تجربة النظم الانقلابية التي هيمنت على مجمل الحياة السياسية أقبل القادمون الجدد للسلطة بعد سنة 2003 على النظام البرلماني وهم يعتقدون أن الحل الأمثل لعدم تكرار التجربة المريرة السابقة، هو تبني النظام البرلماني الذي يركز الصلاحيات التنفيذية بيد رئيس مجلس الوزراء وما رئيس الدولة إلا رمز وحكم بين السلطات وفي هذا الكتاب جرى التركيز على حقيقة التوازن الذي أقامه الدستور بين السلطتين التشريعية والتنفيذية وواقع التجربة البرلمانية الأولى في العهد الجمهوري.
