يتحدث كتاب عن دين الحكومة حيث هو دستورها كما يقول المؤلف. ولكلمة «دين» مفهوم أي عقد بين فريقين. ومنه عقد اجتماعي بين الشعب، وهو دائن يبيع بدين سلطة الحكم والأمر بشرع معروف في العقد، وبين شار هو حكومة مدينة تقوم لتسدد دينها بما تأمر بشرع معروف في العقد. يبحث الباحث والكاتب السوري سمير إبراهيم خليل حسن في هذه المواضيه، وقد بدأ بدراسة الفكر الديني منذ العام 1992 من أجل نقده، ولكنه تحول من نقد الدين إلى الدعوة إلى كتاب الله والنظر قيه بأسلوب علمي يرى أنه الطريق نحو المدنية.
