نشأت صناديق الثروة السيادية وفق المفهوم المتعارف عليه منذ عقود كثيرة، إلا أنها ظلت لمدة طويلة غير معروفة لدى الجمهور وبعيدة عن أضواء السياسات وبريقها. إلا أن هذا الوضع المبهم نسبياً تغير فجأة في عام 2006 عندما ثار الجدل بشأن محاولة شركة دبي العالمية للموانئ شراء عمليات إدارة الموانئ في ست محطات بحرية كبرى في الولايات المتحدة. وأثارت محاولة الشراء المتقرحة شواغل تتعلق بالأمن الوطني في الولايات المتحدة، وسرعان ما أدى ذلك إلى نقاش أوسع نطاقاً بشأن أدوار ومسؤوليات هيئات الإستثمار السيادية؛ وفي الوقت نفسه شرعت عدة صناديق سيادية في تكديس العملات الأجنبية وفوائض المالية العامة، وإستثمارها بنشاط في أصول مالية أجنبية.
