إن ثورة المعلومات والاتصالات التي يشهدها العالم المعاصر بعد التقدم الكبير في تقنيات الحاسبات والاتصالات عن بعد وظهور الشبكات بمختلف أنواعها، والنشر الإلكتروني بآفاقه ومنافذه الواسعة؛ وتكنولوجيا النص الفائق ؛ والنصوص المترابطة ومن بينها الوسائط المتعددة، كان لها انعكاساتها وتأثيراتها ولا سيما في مجال المعلومات، إذ تغير عدد من المفاهيم والنظريات وهياكل المؤسسات ومنها المكتبات التي أعادت النظر في خططها المستقبلية وراجعت أهدافها وأدوارها وبرامجها، وقامت بتطوير خدماتها ومصادر المعلومات التي تقتنيها، ومنها مصادر المعلومات الإلكترونية، مثل : الكتب ودوائر المعارف والقواميس والدوريات ملتمسة حاجات المستفيدين في ضوء تلك المعطيات الجديدة.
