بدأت العولمة المالية بميل رأس المال نحو الاحتكار وتسارعت وتأثرها إثر التناقضات التي تعرض لها نظام الصرف الثابت، المعلن عقب مؤتمر بريتون وودز وذلك بإقرار قابلية تحويل الدولار الأمريكي إلى ذهب، على إثر هذه التطورات التي تميزت أساسا بتفاقم عجز ميزان المدفوعات الأمريكي مع نهاية الستينات، والذي انعكس سلبا على قيمة الدولار الأمريكي ليتجه بذلك الطلب في المقابل إلى عملات أخرى، الأمر الذي أدى إلى إضطرابات عنيفة في أسواق الصرف الأجنبي أنهيت بإيقاف قابلية تحويل الدولار إلى ذهب مع بداية السبعينات، ليبرز ذلك نظام الصرف المعوم على أنقاض نظام بريتون وودز خصوصا بعد إقرار صندوق النقد الدولي، إمكانية إختيار نظام الصرف المناسب لكل بلد على ألا يكون الإرتباط بالذهب.
