تناول الكتاب أن مفهوم المواطنة والبيئة وحقوق الانسان من المواضيع المهمة في الدول المتقدمة، ويتم التثقيف والتربية على هذه المفاهيم منذ السنوات الأولى لعمر الإنسان. إن المحيط الذي يعيش فيه الإنسان ويستمد منه عناصر ومقومات حياته وقيّمه، يتعرض إلى عملية متواصلة من الإنتهاك والإستنزاف والتفكك والتغيير والتبدل، مما أدى إلى ظهور سلوكيات ومشكلات كبرى تهدد سلامة البناء الوطني والمجتمعي وقواعد الحياة البشرية وحقوق الإنسان في المواطنة والعيش الكريم وإنعكاسها على البيئة الحياتية وما تتعرض له من مخاطر التلوث والهدر والإسراف والتخريب في عالم ينفجر فيه السكان وتتدنى الموارد وتتضاعف الحاجة إلى الخدمات والمتطلبات الإنسانية للعيش الآمن والنظيف.
