سنتصدى في هذا البحث لدراسة أحد شعراء النصف الثاني من القرن التاسع عشر، وجدنا من الضروري أن نعرض ولو بشكل مبسط لهذه الحقبة من النواحي السياسية والاقتصادية والثقافية لما لها من علاقة وثيقة بموضوع بحثنا، أما الناحية السياسية في مدينة الموصل في هذا العصر فكانت لها أهمية بارزة من نواح متعددة ذلك أنها أعقبت الحكم الجليلي للموصل الذي استمر أكثر من قرون كامل (1726-1834)، إذ تمتعت الموصل آنذاك بشخصية جديدة، وبأسلوب لحكم الإدارة اللامركزية، وقد رافقت المرحلة التي تلتها جملة من الإصلاحات والتغيرات في طبيعة الحكم العثماني إبان عهد السلطان محمود الثاني (1808-1839 ميلادي)، وعهد عبد المجيد الأول (1839-1861 ميلادي)، وعهد عبد العزيز الأول (1861-1876 ميلادي)
