يحتوي هذا الكتاب على مذكرات ثمانية دبلوماسيين، من جنسيات مختلفة، عن العراق خلال ستين عاما، من سنة 1898 إلى سنة 1959 وقد حرص في اختيارها حفظا لوحدة الموضوع وانسجام مواد الكتاب أن يكون أصحاب المذكرات من \"الدبلوماسيين\" وحدهم أولهم \"السر جيرالد لوثر\" الذي كان سفيرا لبريطانية لدى الدولة العثمانية، وكان مقره في عاصمتها القسطنطينية طبعا، ولكن العراق بولاياته الثلاث بغداد والبصرة والموصل كان على عهده جزءا من الدولة العثمانية، وبذلك كان داخلا في منطقة أعماله ولما نشرت وزارة الخارجية البريطانية في سنة 1928 مجموعة وثائقها عن الشرق الأدنى بين سنتي 1898 و1914، كان بين تلك الوثائق التقرير السنوي للسفير البريطاني في القسطنطينية عن منطقة أعماله خلال سنة 1908 والدبلوماسي الآخر الذي لم يزر العراق فيما أعلم ولكن مذكراته تضمنت فصلا عنه هو \"سمنرويلز\"... إلخ.
