إذا كانت \"الديمقراطية\" هي\" حكومة الشعب بواسطة الشعب\" فإنها يمكن أن تسعى إلى تحقيق تطابق الحكام والمحكومين، إلا أن تحقيق هذا الهدف يصطدم بتعذر ممارسة السلطة مباشرة من الشعب لذا اقتضى اللجوء إلى فكرة التمثيل أي إلى وجود ممثلين منتخبين وكذلك إلى نوع من التخصص في ممارسة الوظيفة التشريعية والوظيفة الحكومية والديمقراطية الليبرالية تعجز عن تحقيق تطابق الحكام والمحكومين لتجعل من الفرد حاكما ومحكوما في ذات الوقت ، لأنها ولدت في الإنسان ازدواجية بين \"الكائن المثالي الذي يسهم في الحياة السياسية، وبين الكائن الحقيقي الذي بقي في حياته اليومية\" وعليه فإن تجاوز التناقض الديمقراطي وحل مشكلة ثنائية الرعية، المواطن لا يتم إلا بفضل فكرة تطابق الحكام والمحكومين التي تتطلب إيجاد \"إنسان جديد\" فالتناقض بين المواطن، الرعية لا يتم تجاوزه... إلخ.
