يحتوي الكتاب على مجموعة من وثائق الحكومة البريطانية السرية عن البلاد العربية والقضايا العربية تتضمن تقارير كتبها ديبلوماسيون بريطانيون عملوا في الأقطار العربية المختلفة عن وتدخلوا الأحداث التي عاصروها وشهدوها من نافذة ممثلياتهم، وربما مدوا أيديهم من النافذة أحيانا في تلك الأحداث في هذه الوثائق ترجمة دقيقة ثم قدم لها أو ألحقها بتمهيدات وتعليقات أو مناقشات ألقى ترجم المؤل فيها الضوء على جوانب القضايا التي تناولها بقصد تثبيت الحقائق، ويعود معظم الوثائق التي يتضمنها هذا الكتاب إلى أواسط الخمسينيات من هذا القرن وكانت في وقت كتابتها محاطة بأعلى درجة من السرية.
