احتوى الكتاب على أربعة فصول تناول الفصل الأول منها الإطار النظري للدراسة بينما تحدث الفصل الثاني عن سياسة التحريم عبر محورين تحدث المحول الأول عن المبادئ والمعايير التي تحكم التجريم وتحدث المحور الثاني عن الأسس الفلسفية للمسؤلية الجزائية وأسباب امتناعها، وتنص المادة 169 من قانون أصول المحاكمات الجزائية الأردني على أنه إذا بم يحضر المضمون إلي المحكمة في اليوم والساعة المعينين في مذكرة الدعوة المبلغة له حسب الأصول للمحكمة أن تحاكمه غيابيا.
