إن القانون الجوي الدولي عبارة عن مجموعة من المعاهدات والاتفاقيات الجماعية والوثائق الفنية التي تحوي القواعد القياسية والتوصيات الصادرة عن المنظمة الدولية للطيران المدني ICAO ، والتي تعتبر ملزمة التطبيق من قبل الدول الاعضاء والقانون الجوي متجدد ومتطور باستمرار ومواكب لتطور صناعة الطيران والنقل الجوي، فكلما دعت الحاجة إلى تنظيم جزئية جديدة من حقول الطيران المدني تقوم المنظمة الدولية بصياغة اتفاقية جماعية جديدة وتدعو الدول الاعضاء التوقيع عليها وتطبيقها، وتصبح جزء من القانون الجوي الدولي.
