يبحث هذا الكتاب في أسباب ظهور نظام الدولة الذي نعرفه، الدولة الفطرية ذات السيادة الذي ينظر اليه غالبا على أنه نتيجة حتمية للتطور التاريخي. غير ان المؤلف يعتمد مقاربة مختلفة. محاولا بذلك تجازو المشاكل المفاهيمية التي عانت منها العديد من الأدبيات التي تعتني بمسألة تغير الأنظمة. إذ ينظر المؤلف الى نمو الدولة وخاصة فكرة السيادة التي جاء بها نظام الدولة في آواخر القرون الوسطى، في مقابل البدائل التي تزامن ظهورها مع ظهور الدولة ذات السيادة، ولا يعنى بالنظر إلى نمو الحكومة مقابل المجتمع.
