الحرب شأنها شأن أى عمل أخر. لابد لها من اعتماد نظريات تنظم إدارتها وتطبيقاتها. وجاءت هذه النظريات عبر التاريخ منذ أقدم العصور. وبلورها الباحثون والمنظرون وأطلقو عليها اسم (فن الحرب) ثم جاء المحدثون ليكملوا مسيرة الأولين ويضيفوا تسمية (العقيدة العسكرية) لم يكن فن الحرب معروفا بهذة التسمية إلا مع بداية القرن السابع عشر. كما أن العقيدة العسكرية هي الأخري لم تعرف بمفهومها الحالي الإ مؤخرا بعد الحرب العالمية الثانية. يتناول هذا الكتاب علاقة السياسة العسكرية بالسياسة العليا للدولة، العقيدة العسكرية، فن الحرب، العلاقة بين العقيدة العسكرية وفن الحرب.
