هذا الكتاب يعرض لمعنى \"الحرية\" و\"الثقافة\" وما إذا كانت رغبة الإنسان في الحرية ظاهرة تتعلق بطبيعته البشرية أم وليدة الظروف الثقافية، يعتبر \"الحرية\" مشكلة تبحث عن الحل دائما، ويربط بمدى تفاعل عناصر الثقافة السياسية والاقتصادية والاجتماعية بعناصر الإنسانية، يحلل عناصر النظام الديمقراطي والحكم الذاتي ويوضح علاقته بالنظم الشمولية الاقتصادية وبالطبيعة البشرية، وينتهي بدراسة للديمقراطية في المجتمع الأمريكي وتطورها والمشكلات التي تواجهها واعتبرها في النهاية نظاما أخلاقيا قبل أن تكون نظاما سياسيا، فتحقق المثل الأعلى للديمقراطية واجب أخلاقي، يتطلب التوفيق بين الحرية والمساواة، وتحقيق غايات الفرد بالتعاون مع الآخرين.
