يتحدث الكتاب عن أذون وسندات الخزانة العامة حيث يعد عجز الموازنة العامة للدولة المشكلة الاقتصادية المحورية لمعظم دول العالم نظرا لما له من آثار مباشرة على أداء النشاط الاقتصادي بصفة عامة وقد اتجه عجز الموازنة العامة في مصر خلال السنوات الأخيرة إلى التزايد المستمر وصاحبه ارتفاع في الدين العام وتفاقم عبء خدمة هذا الدين ونتج عن ذلك الكثير من الآثار السلبية على الاقتصاد المصري الأمر الذي أدى إلى اتجاه الدولة إلى الاعتماد على أذون وسندات الخزانة العامة في تمويل عجز الموازنة لتجنب الآثار السلبية الناجمة عن استخدام المصادر الأخرى في التمويل ومن أهم هذه المصادر الإصدار النقدي والاقتراض الخارجي.
