تعد منطلقات القوة في العلوم السياسية من الدراسات القيمة في الفكر الاستراتيجي وهي بالتالي لا تستند في اهميتها الى الحاجيات الأنانية للقوة الشاملة وأنما هي بمثابة المعلل المنطقي لحركة الصراعات في السياسة الدولية فيتجلي مفهوم القوة الاستراتيجي بمفاهيم متباينة متضاربة المعالم والصيغ فمنذ بزوغ فجر البشرية تطرق البعض من منظرو الفكر الاستراتيجي الى كيفية تطرق القوة لصالح الاحتياجات الأنية لكل مجتمع فوطد البعض الأطر العريضة لمفهوم القوة من الناحية السياسية وعلاقاتها بأسلوب وشكل الحكم وتفاعلات المجتمع معها ولتفسير القوة نظام ولكن هذا النظام ليس موجودا في القوة نفسها ولكن الفكر الاستراتيجي هو الذي عرفها وأدركها هو المنظم لمعالم القوة فقد قرن البعض القوة بسلطة الحاكم وأسلوب تقويض السلطة المتعسفة.
