يتناول الكتاب المجتمع الأردني قبيل نشوء الإمارة-حيث كانت السمة الغالبة على قريتنا الأردنية آنذاك وأيضا على المدينة التي لم تتطور بعد وكلتاهما قريتان، الأولى صغيرة والثانية أكبر قليلا، هي الفقر والجهل وتبين المؤلفة أن الحياة العشائرية بأعرافها وتقاليدها هي السائدة تحكم ذلك المجتمع، خصوصا وأن الأنظمة والقوانين المدنية لم تترسخ بعد، أو إنها في بداية تطبيق ما وضع منها.
