يستعرض الكتاب أهمية الماء في تاريخ العرب والمسلمين، ومدى اهتمامهم بموضوع ومشاكل الثروة المائية والحلول المقترحة لها، ترى الباحثة بأن تأريخ العلوم العربية للماء هو عملية حضارية تحتاج إلى أدوات علمية دقيقة، وتحتاج إلى استيعابات لأبعاد عديدة منها بعد قراءة النص التراثي العلمي، ومنها بعد تحليله، وكذلك التقييم الموضوعي والزمني، كما استعرضت المؤلفة تعدد مفهوم الماء قديما، والذي كان في الحضارة الكلدانية التي عرفت عددا من الخبرات والمعلومات مثل الأدوات والوسائل المستخدمة في حفر الآبار وتصنيع مواد البناء والمنشآت المائية وطرق استخدامها، واتجاه هذه الخبرات الهندسية إلى دجلة والفرات ومصر واليمن.
