يتعين على المشرع المصري تبني مفهوما واضحا لبعض المصطلحات التي يكون لها تأثير بالغ على ممارسة القيد بحيث تحديد نطاقه الموضوعي أو تحديد المستفيدين من هذا القيد، كذلك يتعين عليه عليه أن يتناول الاقتطاف من المصنفات بصورة أشمل وأعم واضعا تحديدا للمصنفات التي يجوز الاقتطاف منها سواء مصنفات منشورة بصورة تقليدية أو المصنفات الرقمية والتي تتعدد صورها مع وضع ضوابط مشروعية ممارسة هذا القيد سواء في بيئة النشر التقليدي أو الرقمي دون ترك المسألة للاجتهاد الفقهي والقضائي.
