بدأ الكتاب بتمهيد حول الأحكام العرفية في اللغة والقانون الدولي والعراقي، ثم ناقش فرضية الأحكام العرفية في المجلس التأسيسي ومجلس النواب العراقي حتى الاستقلال، والحاجة إلى فرض الأحكام العرفية في عهد الوزارة الهاشمية الأولى، وكذلك الآثار السياسية لفرض الأحكام العرفية في عهد الانتداب، تنامي الحاجة إلى الأحكام العرفية في حقبة الثلاثينيات، يعرض أيضا الأحكام العرفية واحتواء الاضطرابات القومية والطائفية، وتدخل الجيش في السياسة وانعكاساته في صياغة فرض الأحكام العرفية.
