يتناول الكتاب التطورات التي شهدتها العقود الأخيرة في منظومة النقل البحري من تطوير سفن ومواني وفتح خطوط ملاحية حديثة، وللنقل البحري تاريخ قديم يرجع إلى عصر الإنسان البدائي، حيث إنه أول ما تم اكتشافه من وسائل النقل كما أن له أهمية عالمية وإقليمية في تنمية التجارة بين التكتلات الإقليمية، والعمل على ربط دولها، وتسهيل عمليات التجارة بين الدول وبعضها، مثل التكتلات التي يقع معظمها على السواحل، كتكتل الكوميسا، وتكتل الساحل والصحراء، والاتحاد الأوروبي. وللنقل البحري أهمية داخل الدول نفسها، وذلك عن طريق نقل الخامات إلى أماكن التصنيع ومنها إلى الأسواق، وبالتالي فإنه لا يزال الوسيلة الرئيسية في المبادلات التجارية الدولية.
