يبحث الكتاب إلى أي مدى يمكن مساءلة الأمم المتحدة، بوصفها تنظيماً عالمياً يمثل المجتمع الدولي ويتمتع بالأهلية القانونية الدولية، عن واقعة احتلال العراق عام 2003، والآثار المترتبة على هذا الاحتلال وذلك من خلال بحث الدور الذي قامت به الأمم المتحدة في العراق قبل الغزو وفي أثنائه وبعده واستقصاء إذا ما كانت المنظمة الدولية قد قصرت في أداء دورها فيما يتعلق بالمساعدات الإنسانية أو إعادة الإعمار للتخفيف من آثار الاحتلال غير المشروع على الشعب العراقي، فضلا عن اتخاذ تدابير لمنع الغزو.
