يتحدث هذا الكتاب عن سياسة الانفتاح الاقتصادي في عصر السادات حيث في منتصف الستينيات عانت رأسمالية الدولة من أزمات هيكلية اضطرت على إثرها أن تتخلى تدريجيا عن سيطرتها على السوق وعن استقلاليتها الوطنية وذلك عن طريق فك ارتباطاتها بالقطاعات الإنتاجية وتعميق ارتباطاتها بالرأسمالية العالمية وعندئذ دخلت البلاد في مرحلة انتقالية بدت وكأنها انتقال نحو المجهول وفي المقابل كان هناك فاعلون جدد تتبلور ملامحهم ببطء يدشنون بحذر ممارسات جديدة مصحوبة بخطاب إيديولوجي غامض ومع تولي السادات الحكم لم تكن مسارات التحول النوعية نضجت بما يكفي لظهور علاقات اجتماعية مختلفة تحدد معالم العصر الجديد ومن ثم سعى النظام الساداتي إلى تدعيم مواقفه السياسية وكانت أهم اللحظات التاريخية في معالم صناعة سلطة هذا النظام.
