يشرح هذا الكتاب حقيقة أن معظم الناس لا يتركون بلدانهم أبدا، ويستقصي الأسباب التي تحمل بعضهم على اتخاذ قرار الهجرة والعوامل التي تساعدهم على الرحيل إلى بلد آخر. يعرض الكتاب الطرق التي تمكن الحكومات من إدارة الهجرة والسيطرة عليها، ويؤكد حاجة البلدان إلى التعاون مع بعضها لإدارة تيارات الهجرة الدولية، لئلا تبقى خارج السيطرة وتتفاقم آثارها السلبية. ويؤكد الكتاب حاجة بلدان العالم إلى التعاون والتنسيق فيما بينها للحد من سلبيات الهجرة الدولية ولدمج المهاجرين داخل حدود تلك البلدان.
