تناول هذا الكتاب التنظيمات الإدارية في عصر الرسالة والخلفاء الراشدين، ذلك أن هذه التنظيمات تعد للبنات الأولى في بناء الدولة العربية الإسلامية، وبذلك أرست أسس هذه الدولة بتشريعاتها الإنسانية والسياسية التي نظمت أمور المسلمين، ورسمت لهم معالم الطريق القويم في حياتهم اليومية. وحسب علمي لا توجد دراسة أكاديمية في التنظيمات الإدارية في عصر الرسالة والراشدين بالهيكلية التي اعتمدتها هذه الدراسة. وبذلك استهواني هذا الموضوع الذي بذلت في إعداده جهدا كبيرا، وأجهدت نفسي في تمحيص وتحليل النصوص من مصادر شتى ذوات تباعد وتباين في الإتجاهات الفكرية والمصلحية، من أجل أن تتضح أمام الباحث الحقيقة العلمية التي كانت في زوايا يحتاج النظر إليها غابت عن أنظاره هذه الحقائق الناصعة.
