\"يرى مؤلف الكتاب أن \"الدولة التسلطية التى تقوم على احتكار السلطة والقوة والثروة لصالح النخبة أو العائلة الحاكمة تولد ثقافة التخلف وهى ثقافة الإتباع الفكرى وقمع الرأى والخوف من الحكومة والسلطة والدولة، وهى احتكار السلطة عن طريق اختراق المجتمع المدني\"، مشيرا إلى أن النظام السياسى متسلط، وقائلا بأن خطأ السادات في التحالف مع الإخوان المسلمين. ويرى عصفور أن تطوير التعليم مفتاح توليد العقل النقدي لدى الشباب المصري، وهو أساس التطور، مشيرا بكلمته خلال الندوة إلى أن عصور الانحدار تقوم على النقل وليس على النقد وهناك إشكاليات تحتاج للتأمل وتدعو لإعادة التفكر فى مفهوم التقدم\"
