يعد كتاب القانون في ديوان الرسائل من أوائل الكتب المؤلفة عن ديوان الإنشاء في مصر الإسلامية، اهتم فيه مؤلفة بذكر الشروط التي يجب أن تتوافر في موظفي هذا الديوان وتوضيح تنظيمه الداخلي ويوضح الأمر فيه على ما يقتضيه حكم البلاد المصرية في العصر الفاطمي. أما كتاب الإشارة إلى من نال الوزارة فيعد أول كتاب ألف عن الوزراء المصريين بدأ بذكر يعقوب بن كلس أول وزراء الفاطميين في مصر وانتهى فيه إلى وزارة المأمون بن الأنطاكي (515-519) الذي أهدى له ابن الصيرفي الكتاب.
