كتاب تأملات في تاريخ الرومان أسباب النهوض والانحطاط للكاتب مونتسكيو يقول معظم المدققون إن هذا الكتاب كان متجاوزا حتى حين صدوره وهو اليوم متجاوزا أكثر فأكثر بعد التحولات التي قد طرأت على مناهج التاريخ في خلال بداية القرن التاسع عشر الميلادي إن هذه التأملات جزء بارز ومهم من مشروع أوسع وأكبر تجسد لاحقا في كتب روح القوانين، يحكي الكاتب من خلاله عن ماهية علاقات كل قانون أعلى بالعوامل والمسببات المتواجدة معه، مثل المناخ، الاقتصاد، الأعراف، الطقوس الدينية، الأخلاق، التقاليد المجتمعية، الحالات الذهنية العامة... إلخ، كما يتناول الحديث عن تاريخ روما وشهادة الرومان على أنفسهم والذي يعد أول مختبر يجرب فيه الكاتب صحة نظرياته وفرضياته في هذا المجال الشاسع.
