Although, unlikely prior to the Covid-19 Pandemic, eLearning has become commonplace in a very short time, even just a few months, for any student in Europe and beyond. Online school represented prior to 2019 an avant-garde concept, to which, teacher and student and especially parents never even thought would become reality so soon. The fact that the education system, sometimes rightly and sometimes wrongly blamed, has succeeded in a short time in adapting to computer-mediated distance learning is a success. In the absence of this alternative, school would have been suspended for 1-2 years, with all the consequences. But under the pandemic threat, both legally and methodologically, the school years were not blocked and generations of pupils followed the course of their lives without the Covid 19 pandemic significantly hindering their development.

The paper highlights the activity of local councils of the county, completed by adopting council decisions, with chronological landmark, 2018. In the statistics are shown: minimum and maximum indicators on the volume of administrative acts issued by local councils, both at the level of the entire county, as well as on each administrative unit, separately. Statistics is a practical tool, which is numerically mirrored the activity of the seventy local councils, in parallel being used information on the number of persons domiciled in each locality. For an easy understanding of the volume of administrative documents issued, a schematic content was attached to the paper, which sets out the information that was the topic of statistical research. Being local deliberative structures, often either the public opinion or the media will undersize the role and place in the local public administration of the local council, although nominated as an autonomous administrative authority in the fundamental normative text.In practice, the authority of the mayor is the one who positions in a niche area, the contribution of the local council. Without the intention of creating hierarchies or using SWOT analysis tools, we synthesized statistical indicators on the decisions taken by local councils during 2018.

In order to run for this office, the individual must be a Romanian citizen and at least 35 years of age. The election of the President is validated by the Constitutional Court of Romania, and the mandate commences upon the taking of the Oath of Office. The current duration of the presidential mandate is five years, with the same individual being entitled to a maximum of two consecutive terms. The President of Romania’s duties are generally consistent with those of a semi-presidential republic. During their mandate, the President is not allowed to belong to any political party. Among other responsibilities, the President of Romania also serves as the Supreme Commander of the Armed Forces.

However, local elections, as these have been organized in the last three decades, regulated by a few normative acts that have succeeded over time, represent a characteristic of the Romanian legal system and certain analyses, conclusions and perhaps even suggestions can be made from the several electoral cycles completed under the current Constitution.

The effects of this operation need to be reflected in the adoption of decisions that meet not only the initiator's intentions, but also the point of view of local elected officials who are specialized in a particular area and reunited within the previous committees.

Therefore the sole trader capacity must be obtained and used in order for the contracts to be valid. The right and obligations that come with this capacity constitute activities that can be reflected and analysed by obtaining and maintain the sole trader status.
