LMI-based sufficient conditions for robust stability and stabilization of LTI-fractional-order systems subjected to interval and polytopic uncertainties
2015
In this paper, by introducing a new general state-space form for uncertain linear time-invariant fractional-order systems subjected to interval and polytopic uncertainties, two problems including robust stability analysis and robust stabilization of the presented systems are investigated. Subsequently, two sufficient conditions in terms of several linear matrix inequalities for the problems mentioned are concluded as two separate theorems. It is assumed that the fractional order

. Simulation results of two different numerical examples demonstrate that the provided sufficient conditions are applicable and effective for tackling robust stability and stabilization problems.

This article deals with the methods of finding partial discharge (PD) location in power transformers using ultra high frequency (UHF) measurements. The UHF technique utilises two methods to find the PD location, that is, the shortest path method and hyperbolic method. The shortest path method works based on the comparison of the measured data and the ones in the database. In the hyperbolic method, a hyperbolic equation is obtained between each two element subset of sensors. The coordinate that best fits all equations is known as the PD location, and can be obtained in three different ways, that is, iterative algorithms, the Fang method and Chan method. The convergence of iterative algorithms is limited by poor initial estimate, overshoot, mitigation of non‐convergence etc. The Fang and Chan methods are two closed‐form solutions that are used in the communication system to find the radiation source location. This article explains how to use these two methods to obtain the PD coordinate inside the power transformer. These two methods can find exactly the coordinate that best fits all hyperbolic equations. At the end of this article, several tests are carried out through CST software and the PD locations is estimated by all presented methods. The simulation results show how the Fang and Chan methods can overcome the limitations of the iterative method.

In this paper, the robust finite-time tracking problem is addressed for a square fully actuated class of nonlinear systems subjected to disturbances and uncertainties. Firstly, two applicable lemmas are derived and novel nonlinear sliding surfaces (manifolds) are defined by applying these lemmas. Secondly, by developing the nonsingular terminal sliding mode control, two different types of robust nonlinear control inputs are designed to meet and accomplish the aforementioned finite-time tracking objective. The global finite-time stability of the closed-loop nonlinear system is evaluated analytically and mathematically. The proposed control inputs are utilized to tackle and solve two interesting issues containing (a): the finite-time tracking problem of the unified chaotic system and (b): the finite-time synchronization of two non-identical hyperchaotic systems. Finally, based on MATLAB software, two numerical simulations are carried out to illustrate and demonstrate the effectiveness and performance of the proposed robust finite-time nonlinear control schemes.

Stabilisation of commensurate fractional-order polytopic non-linear differential inclusion subject to input non-linearity and unknown disturbances
2013
In this study, a fractional-order adaptive-sliding mode control (SMC) scheme is proposed to stabilise commensurate fractional-order polytopic non-linear differential inclusion systems containing sector and dead-zone nonlinearities in the control inputs and unknown bounded disturbances. The suggested control method is composed of fractional-order sliding surfaces, adaptive-SMC inputs and adaptation laws for unknown bounds of disturbances. The Lyapunov stability theorem is used to prove the stability of the closed-loop system. A practical system and two numerical examples are simulated to show the effectiveness and performance of the proposed control technique.

Development and implementation of health technology assessment: a policy study
2013
To provide an overview of the development of health technology assessment (HTA) in Iran since 2007, and to facilitate further development of HTA and its integration into policy making.
Data of this study were collected through key documents (e.g. literature, laws, and other official documentation) and analyzed by experts of opinion in form of qualitative methods.
Health technology assessment entered to the political agenda in Iran only in 2007 with a strong impetus of an evidence-based medicine movement with the bellow objectives: Institutionalization of evidence-based decision making in Ministry of Health, Creating an localization for structural HTA in Health system of Iran, Setting up training courses in order to educate capable manpower to full up the capacity of the universities, Establishment of a new field in HTA subject in medical universities for MSc and PhD degree, International communication about HTA through national website and possible participation in international Congress.
HTA has been established in the healthcare system of Iran but what is needed is a clear political will to push forward the objectives of HTA in Iran. Similar to other countries, advance the regulation on the adoption of new health technologies to improve not only technical or allocate efficiency, but also health equity.
