Local councillors play a fundamental role at the community level in our democracy. They help to shape the places they live and work in, and in so doing they come to understand many of the most difficult and most critical pressures facing their communities. Communities expect their elected councillors to listen to their ideas, take their complaints seriously, and ensure that decisions about planning, policies and resourcing priorities are made in their best interests. Moreover, local government is often a training ground for further leadership roles, whether in government at other levels or in other walks of life.

Currently, remote sensing research is focused on developing an automated algorithm that can compete with empirical methods for mapping the contours of individual buildings. Despite facing numerous challenges related to suboptimal imaging conditions, diverse building architecture, and complex backgrounds, creating such an algorithm is essential for monitoring urban and natural areas, generating 3D city models, managing disasters, and estimating population density. Obtaining the polygonal boundary of a building and extracting a vectorized building mask as output for direct use is one of the current challenges in drawing building outlines. This work provides a comprehensive workflow for building extraction and improves their predicted area by regularization the boundaries of buildings. First, a convolutional neural network is used to train the binary semantic segmentation model and then regularization and vectorization processes are performed. The main difference from existing methods is a new regularization method based on compiling a neighborhood matrix for each point belonging to the “building” class. According to the experimental results, the algorithm shows high efficiency: IOU (intersection over union) = 91.2%, AP (average precision) = 64.1% and AR (average recall) = 75.1%, comparable to leading building boundary extraction methods such as PolyWorld.

How does one deal with a diagnosis of Parkinson's disease at the
age of forty-three? My Degeneration , by former
Anchorage Daily News staff cartoonist Peter Dunlap-Shohl,
answers the question with humor and passion, recounting the
author's attempt to come to grips with the \"malicious whimsy\" of
this chronic, progressive, and disabling disease. This graphic
novel tracks Dunlap-Shohl's journey through depression, the
worsening symptoms of the disease, the juggling of medications and
their side effects, the impact on relations with family and
community, and the raft of mental and physical changes wrought by
the malady.
My Degeneration examines the current state of
Parkinson's care, including doctor/patient relations and the
repercussions of a disease that, among other things, impairs
movement, can rob patients of their ability to speak or write,
degrades sufferers' ability to deal with complexity, and interferes
with the sense of balance. Readers learn what it's like to undergo
a dramatic, demanding, and audacious bit of high-tech brain surgery
that can mysteriously restore much of a patient's control over
symptoms. But My Degeneration is more than a Parkinson's
memoir. Dunlap-Shohl gives the person newly diagnosed with
Parkinson's disease the information necessary to cope with it on a
day-to-day basis. He chronicles the changes that life with the
disease can bring to the way one sees the world and the way one is
seen by the wider community. Dunlap-Shohl imparts a realistic basis
for hope-hope not only to carry on, but to enjoy a decent quality
of life.
Pattern and Chaos in Art, Science and Everyday Life

This collection explores critical and visual practices through the lens of interactions and intersections between pattern and chaos. The dynamic of the inter-relationship between pattern and chaos is such as to challenge disciplinary boundaries, critical frameworks and modes of understanding, perception and communication, often referencing the in-between territory of art and science through experimentation and visual scrutiny. A territory of 'pattern-chaos' or 'chaos-pattern' begins to unfold.
Drawing upon fields such as visual culture, sociology, physics, neurobiology, linguistics or critical theory, for example, contributors have experimented with pattern and/or chaos-related forms, processes, materials, sounds and language or have reflected on the work of other artists, scientists and scholars. Diagrams, tessellations, dust, knots, mazes, folds, creases, flux, virus, fire and flow are indicative of processes through which pattern and chaos are addressed.
The contributions are organized into clusters of subjects which reflect the interdisciplinary terrain through a robust, yet also experimental, arrangement. These are 'Pattern Dynamics', 'Morph Flux Mutate', 'Decompose Recompose', 'Virus; Social Imaginary' and 'Nothings in Particular'.
