Employer Participation in Active Labour Market Policy: from Reactive Gatekeepers to Proactive Strategic Partners
Active labour market policy (ALMP) is a well-established strategy but one aspect is greatly neglected – employer participation – about which there is a lack of systematic evidence. The question of why and how employers participate in ALMP, and whether there may be some shift from employers solely being passive recipients of job-ready candidates to having a more proactive and strategic role, is addressed by drawing on new research into Talent Match, a contemporary UK employability programme which places particular emphasis on employer involvement. The research findings point to a conceptual distinction between employers’ roles as being reactive gatekeepers to jobs and/or being proactive strategic partners, with both evident. It is argued that the Talent Match programme demonstrates potential to benefit employers, jobseekers and programme providers, with devolution of policy to the local level a possible way forward. The conclusion, however, is that the barrier to wider replication is not necessarily a problem of practice but of centralised control of policy and, in particular, commitment to a supply-side approach. Empirical, conceptual and policy contributions are made to this under-researched topic.
Maternal Transport, What Do We Know: A Narrative Review
This review examines the initial development of a transport system for neonates, followed by a subsequent evolution of a transportation system for the maternal/fetal unit, and then a maternal transport system (antepartum, intrapartum, and postpartum) to specifically address maternal morbidity/mortality. A literature search was undertaken using the electronic databases PubMed, Embase, and CINAHL. The search terms used were \"maternal transport\" AND \"perinatal care\" OR \"labor\" \"obstetrics\" OR \"delivery\". The years searched were 1960-2023. There were 260 abstracts identified and 52 of those are the basis of this review. The utilization of a transportation system with the regionalization of levels of care has resulted in a significant reduction in neonatal, perinatal, and maternal morbidity and mortality. Although preterm delivery remains a concern in women transported, the number of deliveries that have occurred during transport is relatively small. Reimbursement for transportation continues to be a problem in several states. A state-of-the-art transportation system has evolved that transfers neonates, maternal/fetal dyad, and pregnant women (antepartum, intrapartum, postpartum) to the appropriate level of care facility to ensure the best maternal/fetal/neonatal outcomes.
siRNA as a molecular tool for use in Aspergillus niger
Gene silencing using siRNA has been examined in the industrially-important fungus, Aspergillus niger. Protoplasts of an A. niger strain containing a single genomic copy of the Escherichia coli uidA gene, encoding β-glucuronidase (GUS), under control of the A. niger glaA promoter at the same genomic locus, were exposed to siRNA targeted against the uidA gene. Down-regulation of uidA mRNA and GUS activity by siRNA was observed in mycelia that developed from the protoplasts. The down-regulation was transient and was not carried over to conidiation. We concluded that gene silencing by siRNA provides a relatively quick method for analysis of gene function in A. niger.
What does electronic conferencing afford distance education?
Technology is potentially offering many opportunities to extend and expand distance learning in the higher education sector. Electronic conferencing, in particular, is seen as a technique which offers opportunities for course delivery and methods of interaction for distant learners. This paper examines the similarities and differences between face-to-face seminars and online discussions. Through the concept of affordance it is shown that both benefits and limitations for interaction exist for real and virtual meetings. It is argued that until we fully understand what it is about face-to-face interactions that enhances learning, we cannot know what features are required within an electronic conferencing system.
A Collective Case Study of the Use of ICT in Economics Courses: A Sociocultural Approach
Based on a collective case study of the use of an economics Information and Communication Technologies (ICT) tutorial-based package, WinEcon, in 3 British schools, this article examines the activity structures that exist in ICT-mediated lessons situated within their broader sociocultural contexts. Activity theory and its highly developed ideas of the sociocultural conceptions of human nature and cognition are adopted to frame the study. By drawing together Gifford's (1997) mediated learning model and Cole's (1995) culture as garden metaphor, the former captures the activities mediated by students, teachers, ICT, and non-ICT tools in the course, and these are situated in the latter's broader sociocultural settings of the school, education system, and society at large. Although the article provides an account of the use of WinEcon in economics courses, its emphases are on the issues and problems of ICT integration: course objectives, teaching and learning tools, participants, sociocultural constraints, activities, and design of the learning environment. Consistent with other studies of ICT integration, there are 2 interrelated points for consideration regarding the use of ICT in enculturating students to think \"in an economics way\": (a) pivotal role of the teacher in the design of the learning environment and (b) object of activities, sociocultural constraints, and the enculturation process.
Is career guidance effective? Evidence from a longitudinal study in England
International, European and UK policy documents have recently drawn attention to the strategic importance of career guidance for lifelong learning and the labour market. However, there are gaps in the evidence relating to its positive impacts. A five-year research study is currently underway in England, which is examining the exact nature of effective guidance and how it affects clients' lives. Fifty in-depth case studies have been completed (2003-2004) and clients are being followed up over a four-year period (2004-2007). Client perceptions of guidance have been compared with practitioner perceptions and those of a third party (an 'expert witness'). Strategies and skills used by practitioners have been scrutinised, together with the structures of service provision. The first follow-up has examined the impact of guidance on clients one year on. Findings presented in this paper are based on the initial two phases of the study (2003-2005). [Author abstract]
