Heritage, Landscape and Restoration of Historical Gardens

The book is dedicated to historical gardens seen from a multidisciplinary perspective: landscape architecture, architecture, urban planning, art history, geoscience, digital methods, bibiotheconomy etc.. Outgoing point was a research about the gardens of the counts Károlyi, a noble family with headquarters close of the three country corner Romania-Hungary-Ukraine but properties also in Slovakia and having an architect who was landscape architect in Austria. The introduction shows an overview of the research programmes in frame of which it was performed and of the results. Because the second part of the research on Károlyi heritage was performed during the pandemic, instead of field trips specialist opinions were invited resulting in this book. The conclusions show how green spaces in itself are not only subject of study during the pandemic but also a factor to cope with it. The main body is structured into a feature paper on the Károlyi heritage in Slovakia as well as interviews from Romania and abroad structured around the contemporary challenges in the heritage, landscape and restoration of historical gardens. The invited specialists answered the same 5 questions. Three of them also visited other Károlyi gardens, two of them on the purpose of intervention. The book includes images and plans of gardens across Europe including Romania, Italy, Hungary, Germany, the Netherlands apart of Slovakia. Also methodological approaches are included

This paper describes the greening of ash dumps from two thermal power plants located in Romania, in the villages of Mintia and Doicești, two rural areas neighboring middle-sized cities, both with architectural, archaeological and landscape heritage. Currently, the two Romanian villages have different fates in the context of shrinking cities, and solutions from the industrialized country of Germany that are more advanced in closing polluting thermal power plants are examples of this. Thus, the greening of industrial waste is one of the current challenges of the energy shift towards renewable energy. Nature-based solutions such as the proposed use of the biodegradable geo-textile in the greening is one of the current trends. The development of the biodegradable geo-textile was contemporary with the creation of the International Building Exhibition (Internationale Bauaaustellung—IBA) Emscher Park in the ancient industrial coal mining Ruhr area, in Germany; later research, around 10 years ago, explored soil pollution at these two Romanian thermal power plants. A recent research study investigated the conversion of the industrial buildings of the thermal power plant in Doicești, however, these buildings were demolished at the end of last year. Mintia thermal power plant continues to function. This paper explores the current challenges of industrial brownfields, energy shift, ecology, the 21st yearly session of the Conference of the Parties (COP21) in Paris and “Laudato si”, spanning 30 years of history and the legacy of the research over this time.

Decision Making Based on Benefit-Costs Analysis: Costs of Preventive Retrofit versus Costs of Repair after Earthquake Hazards

The reduction of seismic risk through the retrofitting of historic buildings serves catastrophe management. In the application of such measures, actors from the spheres of the passive public, experts, as well as active affected people, are involved. The focus of this work is on planning management in the expert area, with a detailed view on the decision space between goals, means, benefits and costs. Buildings of a typology were modelled, and the models translated using a finite elements software with fibre-based modelling of plasticity. The concept of retrofit elements was developed, in order to connect building surveys, construction management, structural simulations, and costs computation based on devices, all related to these retrofit elements. With a view to the general methodology, in order to compare the costs for repairs to buildings after an earthquake with the costs associated with preventive retrofitting of an undamaged building, several cases were considered: damages on a non-retrofitted building, damages on retrofitted building, retrofitting on an undamaged building, retrofitting on a pre-damaged building, and the subsequent damages in an earthquake for the last two. The innovative part of this research lies in the use of the tension-elongation approach to models of building size. Such an analysis allows not only the description of ways of collapsing and the setting of limit states, but also exactly the specific amount and position of the structural members which fail in certain performance criteria. This type of results can form the basis for interdisciplinary studies, such as economic efficiency studies. The method was applied for early reinforced concrete buildings, which are common in Bucharest, Romania, in a deterministic method which takes into account recorded earthquakes. In conclusion, depending on the size of an earthquake, the timing and extent of the retrofit to be applied differ, if we are to obtain cost savings in preventive retrofitting compared to post-earthquake repair. This is presented through a range of costs curves.

Adapting Street Profile Design by Using Nature-Based Solutions in New Neighbourhoods and the Retrofit of Buildings

The aim of this paper is to analyse ways to upgrade the existing urban and architectural features in the built environment by incorporating and enhancing the use of nature-based solutions (NbSs) in relation to the city of Bucharest, which lacks green spaces mapping and quality studies and literature. The paper draws a comparison between the design elements used in other cities, namely Lisbon, Vienna and Rome. These are also analysed and compared in relation to the integration in a mixed urban development plan for a research-to-business neighbourhood design competition in Măgurele, situated near Bucharest. A matrix of five criteria is used for the analysis: historical context, urban context, nature versus design, use and climate context. In Lisbon, examples range from new green walls, modern green Mediterranean courtyards, NbS in scaffolding and temporary walls, the placing of Miradores around the city to green-and-healthy marketing tools for restaurants. For Vienna, a street is being remodelled in an innovative way using independent green infrastructure designs in existing retrofitted parking units, hotels and residential constructions. For Bucharest, emergent pop-up, small scale, bottom-up solutions push the city’s urban fabric beyond the greyish look of socialist-communist background and eclectic late 19th, early 20th century built heritage. For Măgurele, different versions of a modern neighbourhood and street profile design issues are analysed, using 3D renderings that incorporate NbS at various insertion scales. Existing example cases showcase new dimensions and toolsets of the adaptation of the urban fabric based on a more ecosystem-based approach of architectural-urban research by design, as possible instruments that facilitate a Green Transition in urban settings. Covering more cities in the future would add to the impact and contribution of this study.

Influence of Land Use on Avian Diversity in North African Urban Environments

Land cover and use changes are important to study for their impact on ecosystem services and ultimately on sustainability. In urban environments, a particularly important research question addresses the relationship between urbanization-related changes and biodiversity, subject to controversies in the literature. Birds are an important ecological group, and useful for answering this question. The present study builds upon the hypothesis according to which avian diversity decreases with urbanization. In order to answer it, a sample of 4245 observations from 650 sites in Annaba, Algeria, obtained through the point abundance index method, were investigated by computing Shannon-Wiener’s diversity index and the species richness, mapping them, and analyzing the results statistically. The findings confirm the study hypothesis and are relevant for planning, as they stress the role of urban green spaces as biodiversity hotspots, and plead for the need of connecting them. From a planning perspective, the results emphasize the need for interconnecting the green infrastructure through avian corridors. Moreover, the results fill in an important lack of data on the biodiversity of the region, and are relevant for other similar Mediterranean areas. Future studies could use the findings to compare with data from other countries and continents.

PECSRL 2018: EUROPEAN LANDSCAPES FOR QUALITY OF LIFE, 3-9 SEPTEMBER 2018, CLERMONT-FERRAND AND MENDE, FRANCE

This article presents a review of the 28th session of the biannual conference of the Permanent European Conference for the Study of the Rural Landscape which was organized in cooperation with the COST action TU1401 \"Renewable energy and landscape quality\", building the final conference of the later, after a previous cooperation at the 27th session. The conference was held in Clermont-Ferrand and Mende, around the Chaîne des Puys UNESCO landscape. The landscape, although in France, is one of the remote landscapes in Europe, and was explored by means of the study tours which built the transfer between the first part of the conference in Clermont-Ferrand and the second one in Mende. These tours were various, but emphasized a dimension already present in the session, the agricultural landscape as rural landscape. The agricultural landscape stays also in connection with the geo-products of the UNESCO geopark, and contributes to the quality of life. As management committee substitute in the COST action, a networking scheme funded at European level, the author attended the sessions related to the topic of the action and presented a contribution highlighting the romantic of historic renewable energy landscapes. Their perception contributes to the quality of life as well. Other participants from Romania participated to a dedicated session on Eastern Europe.

Digital Humanities for Increasing Disaster Resilience in Art Nouveau and Modernist Buildings

The paper will focus on the topic of adapting digital humanities methods from architectural history to technical history, considering mapping and image analysis for increasing disaster resilience in Art Nouveau and Modernist buildings in different geographical areas—including lessons from Europe to the USA. The project proposes the transformation of the collection of photographs of early 20th-century architecture gathered by the applicant over about 30 years of travel into a database by answering the research question on how threats from the hazards of earthquakes, floods, and fires can be answered by taking into account the local culture in the European countries covered, for buildings from a period when the architecture styles were already global at that time. For this purpose, digital humanities methods of image annotation (including architectural volumetric analysis) and mapping are employed. From the knowledge gathered and the resulting database, a prototyping ontology and taxonomy is derived. This outcome can be further developed into a set of evaluation criteria, considering the decisions that can be taken to prioritize the retrofit interventions depending on the geographic positions of the buildings.

Due to heavy urbanisation, approaches in greener cities are required. This is addressed by a number of initiatives, including seeing the city as an ecosystem, and the dialogue between economy and ecology. Sustainable and resilient cites mean connection between the city and the landscape, bringing the landscape into the city, for example through nature based solutions such as green walls or through more open spaces which are green, such as urban parks. In this context the landscape quality of the city can be judged. The renewable energy in the city can relate to solar energy of the passive house which can be a house of heavy geo-materials. In this contribution the approach to sustainable and resilient cities, includes the approach to renewable energy and landscape quality.

Studies about the subject of cultivated land confirmed that it is the part of urban informal open space and the specific land using form in the city’s natural area. It has ecological, cultural, social and socio-economic value and help to achieve more sustainable urban forms. The European practice shows that the functions of allotments are changing in the city development process from the producing to the function of traditional city greenery which does not demand the city’s budget money. The moving of population into cities drives increasing demands for residential buildings and other urban built up land. From the city planning point of view it is convenient to develop the allotment territories which usually are located near the city centre and has appropriate infrastructure. However the allotments are very popular among the unprosperous people and elders because of contact with the nature and some economic benefits from cultivating the land. Studies show that the complex metropolitan systems cannot be managed by a single set of top-down governmental policies; instead, they require the coordinated action of multiple independent players operating under locally diverse biophysical conditions and constraints, constantly adjusting their behaviour to maintain an optimal balance between human and ecological functions. The increase in urban agriculture in many European cities has been part of a response to a sense of a global crisis, attesting to the resilience of the people living in cities. However, the citizens involved have much to gain from municipal intervention, which can provide and operate some important for agriculture communal infrastructures and define a set of rules. The municipality is also in an ideal position to design and apply a comprehensive strategy for its territory. In conclusion, municipal intervention is instrumental for urban agriculture and for the city’s resilience because is as a vital source of food and occupation in times of crisis and help in adaptation to the climate or other sudden change consequences.
