E-government is better services to people, businesses and is important for many governments around the world. Effective e-government is becoming an important aim for many governments around the world, It increases the efficiency of departments, reduces the cost and several benefits to all stakeholders involved. Electronic Government is considered an effective tool for the organizations; new technologies of electronic communications through the use of the web provided the basis for the Electronic Government. The objective of this paper is to review the updated and available literature about e-government implementation stages, its challenges and benefits and the reality of e-government in Algeria with Requirements and Constraints.

This study dealt with the importance of foreign direct investment in Algeria and its impact on its trade balance during the time period of 2003-2018 using the ARDL model. The study concluded that foreign direct investment, gross domestic product and exchange rate have a positive impact on trade balance, and that economic openness has a negative impact on trade balance. Hence, the study recommends diversifying exports by attracting foreign direct investment in the non-oil sectors in order to improve national economy.

This current study aimed to test the dimensions of electronic management in evaluating the effectiveness of human resource management activity through the use of the questionnaire as a tool to collect data on its variables, as it was distributed to a sample of senior management and middle management in the Algeria Telecom Corporation (Ooredoo) and the statistical analysis program SPSS was used to analyze Data and test the validity of the study hypotheses. As the study concluded that the use of electronic management works to reduce costs and regulate work procedures by overcoming problems that reduce the level of performance and reduce rates of administrative errors and works to improve internal and external communications and increase the efficiency and effectiveness of operations through the availability of the necessary financial capabilities For the application of electronic management, this will be reflected THE IMPORTANCE OF ELECTRONIC MANAGEMENT AND ITS ROLE IN EVALUATING THE ACTIVITY OF THE EFFECTIVENESS OF HUMAN RESOURCES MANAGEMENT. CASE STUDY OF ALGERIA TELECOM (OOREDOO) in the necessary financial support allocated for the purchase and maintenance of electronic devices and programs to a large degree, as the use of electronic management works to speed the completion of work and with great accuracy while saving time and effort and increasing the efficiency of workers, which Lead to the lifting of labor productivity in the Algerian Telecom Corporation.

This study aims to analyse the impact of implementing information and communication technology as an improvement tool for the organizational performance at the Bank of BADR. Where we developed a questionnaire related to the study variables, then this questionnaire was presented to the employees of the Bank of Agriculture and Rural Development (Algiers Down Town) and they recovered 82% of it. The results obtained showed that information and communication technology have significant positive effects between the level of using information and communication technology tools (networks, software and techniques), and organizational performance thus operational performance among the employees. Additionally, it highlights the importance of the successful using information and communication technology as a main requirement for Algerian banks, in order to improve the organizational performance, and thus achieving the highest degree of efficiency and effectiveness of performance.
